People on the Move spotlights trailblazers in standardization, highlighting their latest achievements, advancements, and contributions to the standards community.

Telecommunications Industry Association (TIA), a member and accredited standards developer of the American National Standards Institute (ANSI), announced that Patrick Sullivan has been appointed director of technical and government affairs.

In this position, Mr. Sullivan is responsible for spectrum, public safety and technical regulatory issues. He brings to his new role over twelve years of legal and legislative experience with the federal government, including litigation involving the Federal Communications Commission (FCC) and drafting regulatory filings before the FCC and state telecommunications agencies.

He previously served as counsel for Kajeet, Inc., a wireless provider, overseeing legal affairs and managing litigation matters. Prior to that position, Mr. Sullivan practiced law as a litigation associate at Willkie Farr & Gallagher LLP. He began his legal career as a senior legislative assistant and legislative director for several members of the U.S. House of Representatives.

Joseph M. Juran, the father of quality management, passed away at the age of 103. The eighth Honorary member of the American Society for Quality (ASQ), an ANSI member and accredited standards developer, Dr. Juran was a researcher and a lecturer for more than fifty years: his techniques to improve business performance, such as Lean and Six Sigma, are still in use today.

In 1986 he published The Juran Trilogy®, a milestone in the field of quality management, that defines the processes of quality control, quality improvement, and quality planning. In 1979, Dr. Juran founded the Juran Institute, Inc. to provide the public with a set of tools and techniques to improve business results.

For more than thirty years, Dr. Juran held a career in research, lecturing, consulting, and writing on management both at the New York University, and the American Management Association. During his teaching years he published two classic textbooks on the subject of quality, Quality Planning and Analysis, and the Quality Control Handbook.

Dr. Juran became internationally renowned after his first visit to Japan in 1954, an event that contributed to the beginning of quality development in that country. In the late 1940s, Dr. Juran began to develop a course on the subject of quality, Managing for Quality, that has been taught to more than 100,000 people in forty countries.

Before starting his academic career, he served four years as an administrator in the Lend-Lease Administration and previously worked at Bell System as an engineer.
