LogicaCMG Plc
LONDON, April 10/-- LogicaCMG, now operating in France under the brand Unilog, a LogicaCMG company, today announced that it has been selected by Gendarmerie Nationale to upgrade the Human Resources (HR) IT system of the French armed police force. Due to new laws passed by the French government regarding national security and performance of public services, Gendarmerie Nationale has to re-define its HR management policy and to implement a more efficient HR management information system. This will allow Gendarmerie Nationale to efficiently manage different units and staff and will be at the heart of the Gendarmerie's information systems.
The project's objective is for different government departments to share central HR functions. An important requirement is the revalidation of processes within the HR department and an assessment of tools to develop and to support staff. A growing workforce and changes in social, political and demographic trends led Gendarmerie Nationale to modernise its HR IT systems. In addition, reforms introduced new requirements to report results and improve the efficiency of HR processes. Gendarmerie Nationale also had to set up an HR policy focused on clear career planning.
The aim is to have an enterprise resource planning (ERP) system linked to the Gendarmerie's intranet. This system will be able to support a complex workforce of 100,000 employees who are organised in more than 10,000 units based at 4,300 sites across France as well as HR processes such as recruitment, training, mobility, competencies and career management.
General Christian Brachet, telecoms and IT assistant manager for the French armed police, said: "We chose LogicaCMG - working in partnership with BearingPoint and SAP - because of the quality of its proposed solution. Gendarmerie Nationale chose to appoint LogicaCMG as prime contractor and project leader in partnership with Bull, SAP and BearingPoint to re-engineer its HR IT system, which it named the AGOR@ project. LogicaCMG has excellent credentials in the development of similar projects for public sector organisations across the world. Bearing Point is responsible for the configuration's creation and the development. Bull looks after the technical aspects and training and SAP is the ERP system supplier.
The first part of the project covering personal files of staff, the organisational structure, recruitment, rating, promotion and mobility will be deployed at the end of 2006. Additional parts covering training, retraining, reservists' management and competitive examination will be deployed in the course of 2007 until the middle of 2008.
