ASTM Standard addresses leakage testing using pressurized gas.

Developed by Subcommittee F17.40 on Test Methods, ASTM F2786 provides procedure for safely conducting leakage tests of polyethylene pressure piping systems with compressed gaseous testing media. Scope restricts use of practice ASTM F2786 to PE pressure piping systems that cannot be filled with liquid or cannot tolerate traces of liquids, and excludes use with certain gas piping where specific testing specifications exist in codes or regulations. 2010 BIO Convention to feature international programming.

BIO announced that May 5th has been named International Day and will include programming track on Global Biotechnology Issues. International Case Studies will be presented throughout the week on topics such as breakthroughs in molecular diagnostics, biomarkers, dementia and Alzheimer's, and translational R/D. IPC International Conference to address flexible circuits.

To be held June 15-16, 2010, in Irvine, CA, IPC International Conference on Flexible Circuits will feature ½-day workshops with Michael Carano and Brent Sweitzer. Administration files request to revoke Yucca Mountain license.

According to Friends of the Earth President, Erich Pica, closing Yucca Mountain is the right policy for U.S., but it is also a reminder that there is no way to safely store radioactive waste. However, Obama administration is still moving forward with $55 billion preemptive bailout of nuclear industry. It is irresponsible to grant taxpayer-backed loan guarantees to build new nuclear reactors when safe way of dealing with radioactive waste does not exist. Read More

Senate undermines effort to cut fossil fuel subsidies.

According to Friends of the Earth President, Erich Pica, President Obama has shown leadership by calling for end to fossil fuel subsidies. However, Senate undermined those efforts by extending tax credits for some of the worst fossil fuels. Tax credits for dirty energy that were ended by House but reauthorized by Senate include handouts to biomass electricity, liquid coal, refined coal, and low sulfur diesel. Friends of the Earth calls on House members to avoid being rolled by Senate peers. Read More

At AWWA-sponsored Water Matters Fly-In, smart water security policy and infrastructure funding were top issues for 130+ water utility professionals attending from throughout US. In addition to different aspects of finance, other issues water professionals discussed with lawmakers this week included climate change impacts, pharmaceutical compounds in water, carbon sequestration, hydraulic fracturing, and perchlorate. ASTM E2641, Practice for Best Practices for Safe Application of 3D Imaging Technology, presents plan for using equipment correctly, addressing such concerns as ensuring that laser beams do not cause distractions for motorists and equipment operators. In addition, ASTM E2641 covers context of on-site safety, including use of ladders and scaffolding in projects, understanding specifics of highway applications, and knowing whether there are hazardous areas in processing plants. AIA urges Congress to simplify small business contracting.

Small businesses in aerospace industry face challenges in doing business with federal government. Representing AIA, Robert R. Sprole III told House Small Business Committee that small companies represent about 70% of manufactured items in aerospace business. For small businesses, barriers to entry for federal contracting are onerous and financial requirements are difficult. On behalf of AIA, Sprole urged Congress to order a study of how complex laws and regulations can be simplified. Read More

As American National Standard from Underwriters Laboratories, UL 563-2009, Standard for Safety for Ice Makers, covers ice makers that automatically manufacture and harvest ice in cube, flake, or other readily usable form. Another standard, ANSI Z21.13-2010/CSA 4.9-2010, Gas-Fired Low Pressure Steam and Hot Water Boilers, provides guidelines for safe operation, substantial and durable construction, and acceptable performance of gas-fired low-pressure steam and hot water boilers. Post Hole Digger Safety Standard to be developed by ASABE.

To supplement existing standards, American Society of Agricultural and Biological Engineers (ASABE) is developing new standard: Safety for Tractor-Mounted, Boom-Type Post Hole Diggers. Its purpose will be to establish safety recommendations for use and operation of boom-type post hole diggers designed for attachment to 3-point hitch of agricultural tractors. Decline in New Business shown by ELFA's February MLFI-25.

Equipment Leasing and Finance Association's Monthly Leasing and Finance Index (MLFI-25), reporting economic activity for equipment finance sector, showed overall new business volume for February declined 3% compared to 2009. Shown against prior month, new business volume decreased 6%. Credit approvals, which decreased to 69% in February, was up 4% from same period in prior year. Also, half of participating organizations reported submitting fewer transactions for approval. Read More
