AWWA announces Call for Papers for 2011 conference.

AWWA has announced that 2011 Utility Management Conference Call for Papers is now open, with deadline for abstract submissions on May 17, 2010. Glass Cockpit Safety in small light airplanes to be examined by NTSB.

NTSB will hold public Board meeting to consider study on what effect introduction of digital flight display avionic systems (glass cockpits) into small light general aviation airplanes is having on their safety record. Since glass cockpit functionality and information capabilities represent significant change in how pilots monitor information, NTSB-initiated study is aimed at determining if this transition would improve safety record of those planes. NIST Fellowship Programs are awarded to two universities.

NIST is awarding total of $19.5 million to the University of Maryland and the University of Colorado to develop and implement NIST measurement science and engineering fellowship programs. University of Maryland program, to be funded at $15 million, will bring approximately 50 fellows per year to work at NIST laboratories in Gaithersburg, MD, and Charleston, SC. Funded at $4.5 million, University of Colorado program will supply NIST Boulder laboratories with about 20 fellows per year. Read More

ASTM International forms livestock subcommittee.

Complementing marketing claims in advertising and promotions with third-party certification or verification is important in any industry. Part of ASTM International Committee F10 on Livestock, Meat, and Poultry Evaluation Systems, subcommittee F10.60 will be working on standards for verification in livestock and meat industry. Meat processors, purveyors, and retailers as well as consumers will use F10.60 standards. Subcommittee is currently at work on marketing claim standard for "tender" meat. Read More

First Test Labs for Internet Protocol v6 are accredited.

ICSA Labs of Mechanicsburg, PA and the University of New Hampshire Interoperability Laboratory in Durham, NH have completed accreditation to provide testing services for USGv6 Program. Developed at NIST, USGv6 Program provides basis for expressing U.S. government requirements for IPv6 technologies and for testing that commercial products meet those requirements. Labs were accredited by private accreditation bodies operating under International Laboratory Accreditation Cooperation. Read More

Competition awards grants for research facility construction.

NIST has opened competition for grants for construction of new or expanded scientific research buildings at institutions of higher education and nonprofit organizations. NIST has $50 million available for cost-sharing grants and anticipates funding 3-5 projects with grants of $10 to $15 million each. Grants will fund facilities for research in fields related to measurement science, oceanography, atmospheric research, or telecommunications, the research fields of NIST, NOAA, and NTIA. Read More

BIO asks Congress to address algae-based biofuels.

Commercialization of algae-based biofuels can create jobs, increase energy security, and reduce greenhouse gas emissions. Unfortunately, algae-based biofuel developers do not qualify for tax incentives for advanced biofuel development, making it challenging for start-up companies to attract capital required for facility construction. BIO urged Senate Finance Committee Chairman Max Baucus and Ranking Member Charles Grassley to extend tax code parity to algae-based biofuels as soon as possible. Read More

NIST Cell Phone Test Procedure simulates complex real-world environments.

By accurately re-creating jumbled wireless signal environment of a city business district in a special indoor test facility, researchers at NIST have shown how the wireless industry could trim hours off process of testing new cellular phones. NIST techniques using reverberation chambers could also measure cell phone receiver sensitivity and simulate complex real-world environments for design and test of other wireless equipment. Motors Shipments Gain in Fourth Quarter closes out 2009.

NEMA's Motors Shipments Index (MSI) increased 6.1% during fourth quarter of 2009, marking its second consecutive gain. Demand for motors, however, remains weak; MSI is still 5.7% below posted level from 2008 Q4. Inflation- and seasonally-adjusted shipments of fractional horsepower motors rose for third consecutive quarter, and integral horsepower motors saw their second increase in past 7 quarters. Surging exports and recent turn in inventory cycle primarily support rebound. Read More

NEMA's February EBCI climbs to highest level in 4 years.

NEMA's Electroindustry Business Confidence Index (EBCI) rose 7.4 points to 64.6 in February, following rise of 9 points in January. EBCI for future North American conditions slipped 7.7 points in February to 70.8, but is ahead of 50-point mark indicative of improved business environment. Based on index for future conditions, six-month outlook remains optimistic. Read More

John Horsley makes statement on use of federal highway funds.

According to John Horsley, AASHTO Executive Director, state transportation officials have achieved goal of obligating every dime of federal-aid highway funds that were made available last year under American Recovery and Reinvestment Act. The more than 12,000 highway recovery projects are evidence that transportation investment pays off by providing good-paying jobs and long-lasting improvements. States can repeat this effort if Congress provides additional resources for highways and transit. Read More

Two ASABE Agricultural Equipment Standards are being revised.

ASABE and AEM are working to revise ANSI/ASAE S279.14, Lighting and Marking of Agricultural Equipment on Highways. Possible additions may be to incorporate rotary beacons or strobe lights as well as LEDs on agricultural equipment. ASABE is also revising ANSI/ASAE S276.6, Slow Moving Vehicle Identification Emblem (SMV Emblem) to update testing requirements for backing materials used on SMV emblem. Read More

RIA/IESO Standard addresses soot and char in HVAC systems.

RIA and Indoor Environmental Standards Organization have completed development of procedural standard, 'Evaluation of HVAC interior surfaces to determine impact from fire-related particulate.' Purpose of standard is to evaluate whether fire-related residue has been deposited on HVAC interior surfaces. Char and soot were selected as indicators since both are byproducts of almost all fires. Standard provides specific inspection and sampling protocols and uses science to confirm their presence. Read More

NIST and NASA to jointly develop new climate satellites.

NIST and NASA have launched joint effort to gather enhanced climate data from spaceborne climate observation instruments planned for satellites under development. Climate Absolute Radiance and Refractivity Observatory (CLARREO) Mission includes fleet of satellites tentatively scheduled for launch later this decade that will gather data for long-term climate projections. NIST's role will focus on calibration of instruments aboard CLARREO satellites, as well as on accuracy that sensors must meet. Read More

ASABE revises standard for testing biodiesel fuel.

ASABE has revised ASAE EP552.1, Reporting of Fuel Properties when Testing Diesel Engines with Alternative Fuels Derived from Plant Oils and Animal Fats. Originally developed in 1990s, document has been revised to reflect current practices and international standards, using input from experts in industry, academia, and public service. Standard covers how to report testing of alternative fuels derived from plant oils and their blends with petroleum diesel for use in diesel engines. Read More
