BIO supports extension of Cellulosic Biofuel tax credit.

BIO thanked Reps. Earl Pomeroy and John Shimkus for introducing bill to extend Cellulosic Ethanol Production Tax Credit by 3 years. BIO also called for extending tax code parity to algae-based biofuels and full range of innovative biobased technologies. Brent Erickson, executive VP for BIO's Industrial and Environmental Section, stated that rapidly increasing U.S. production of advanced biofuels is a sound way to reduce U.S. carbon emissions and reliance on imported petroleum. Iowa DOT Director testifies on Recovery Act successes.

When addressing House panel, Iowa DoT director said states have achieved great success putting to work economic recovery funds and will proceed with additional infrastructure investment if Congress provides money in job creation bill this year. Nancy Richardson, chairwoman of AASHTO's Standing Committee on Finance and Administration, appeared before the House and noted "every state obligated every highway dollar they were eligible to receive" under American Recovery and Reinvestment Act. RIA recognizes two firms with Phoenix Awards.

Phoenix Award for Innovation in Restoration went to Spotless Carpet Cleaners and Janitorial Services for its work on 26,000 sq ft private residence that suffered a fire from a lightning strike and subsequent water damage when flames were extinguished. Competition also recognized its first international winner when Johns Lyng, based in Melbourne, Australia won Phoenix Award for Innovation in Reconstruction for its work on the Moama Bowling Club, which was also damaged by a fire. Airlines Applaud trans-Atlantic liberalization agreement.

Air Transport Association of America (ATA) responded to US and European Union signing of Memorandum of Consultation, which will advance further liberalization in trans-Atlantic aviation market. Calling it "a win-win on both sides of the Atlantic," ATA President and CEO James C. May commented that this agreement will produce consumer benefits resulting from commercial and operational freedoms it provides, which drive increased competition and service improvements. Read More

IPC releases PCB industry report for February 2010.

Rigid PCB shipments and bookings were up in February 2010 compared to February 2009, year-to-date, and to January 2010. For flexible circuits, shipments and bookings were down compared to February 2009 and year-to-date, but shipments were up and bookings down compared to previous month. Shipments and orders overall increased for rigid PCBs and flexible circuits combined, with book-to-bill ratio of 1.07, which is positive indicator for sales growth over next 2-3 months. Read More

Developed by Subcommittee E06.81 on Building Economics, ASTM E2691, Practice for Job Productivity Measurement, can be used to measure construction productivity at task, project, and industry levels. Technique described in ASTM E2691 measures work performed compared to construction put-in-place. Job productivity measurement allows users to determine quality of construction outcome by measuring observed completion of project as accepted by customer. Read More

John Fletcher named chair of ASTM Paint and Coatings Committee.

John Fletcher, technical support manager at Elcometer Ltd. in Manchester, England, has been named chairman of ASTM International Committee D01 on Paint and Related Coatings, Materials and Applications. Outside ASTM, Fletcher is a member of Society for Protective Coatings and a fellow of Institute of Corrosion. He holds a higher national certificate degree in electronics from Stockport Technical College and professional diploma/certificate in management from Manchester Polytechnic. Read More

ASTM Standard addresses leakage testing using pressurized gas.

Developed by Subcommittee F17.40 on Test Methods, ASTM F2786 provides procedure for safely conducting leakage tests of polyethylene pressure piping systems with compressed gaseous testing media. Scope restricts use of practice ASTM F2786 to PE pressure piping systems that cannot be filled with liquid or cannot tolerate traces of liquids, and excludes use with certain gas piping where specific testing specifications exist in codes or regulations. BIO announced that May 5th has been named International Day and will include programming track on Global Biotechnology Issues. Administration files request to revoke Yucca Mountain license.

According to Friends of the Earth President, Erich Pica, closing Yucca Mountain is the right policy for U.S., but it is also a reminder that there is no way to safely store radioactive waste. However, Obama administration is still moving forward with $55 billion preemptive bailout of nuclear industry. It is irresponsible to grant taxpayer-backed loan guarantees to build new nuclear reactors when safe way of dealing with radioactive waste does not exist. Read More

Senate undermines effort to cut fossil fuel subsidies.

According to Friends of the Earth President, Erich Pica, President Obama has shown leadership by calling for end to fossil fuel subsidies. However, Senate undermined those efforts by extending tax credits for some of the worst fossil fuels. Tax credits for dirty energy that were ended by House but reauthorized by Senate include handouts to biomass electricity, liquid coal, refined coal, and low sulfur diesel. Friends of the Earth calls on House members to avoid being rolled by Senate peers. Read More

AIA urges Congress to simplify small business contracting.

Small businesses in aerospace industry face challenges in doing business with federal government. Representing AIA, Robert R. Sprole III told House Small Business Committee that small companies represent about 70% of manufactured items in aerospace business. For small businesses, barriers to entry for federal contracting are onerous and financial requirements are difficult.
