Safety Recommendations target Washington Transit Authority.

According to NTSB, Washington Metropolitan Area Transit Authority should establish inspection and maintenance procedures to examine audio frequency track circuit modules within Metrorail system to identify and remove modules that exhibit pulse-type parasitic oscillation. They should also conduct safety analysis of Metrorail automatic train control system, implement cable insulation resistance testing, and replace 1000-series railcars with cars that have crashworthiness collision protection. ASTM Standard to help quantify rock abrasiveness.

ASTM D7625, Test Method for Laboratory Determination of Abrasiveness of Rock Using the CERCHAR Method, will assist civil and mining industries in quantifying rock abrasiveness properly and uniformly. Interested parties are invited to participate in an interlaboratory study and to investigate the relationship between rock abrasiveness and other physical properties of rock for future revisions to the standard. Miscellaneous Tariff Bill Signing is praised by manufacturers.

NAM President and CEO John Engler's statement, made after President Obama signed U.S. Manufacturing Enhancement Act of 2010, noted that this bill "will provide a needed boost to both large and small companies." Engler went on to say that this "legislation will also cut the costs of doing business in the United States and boost American manufacturing exports." He also said that additional work was needed, by Congress and Administration, to help lower trade barriers to increase exports. Read More

Safety Recommendations target Federal Transit Administration.

According to NTSB, Federal Transit Administration should facilitate development of non-punitive safety reporting programs at all transit agencies to collect reports from employees in all divisions within their agencies. They should also seek authority similar to Federal Railroad Administration regulations to require that transit agencies obtain toxicological specimens from covered transit employees and contractors who are fatally injured as a result of an on-duty accident. Twenty-five students from 8 Chicago Public High Schools were immersed in entrepreneurship at 2010 Future Founders Academy as they competed in weeklong interactive summer business camp hosted by Chicagoland Entrepreneurial Center. The 3rd Annual Future Founders Academy culminated in award of $30,000 in Ford Blue Oval Scholarships, and provided backstage pass for aspiring entrepreneurs to meet with wide array of some of Chicago's top entrepreneurial businesses. U.S. EPA Regulations lead to ASTM carbon black standard.

U.S. EPA has set forth regulations that mandate greenhouse gas reporting in U.S. carbon black industry. These regulations were the impetus for development of ASTM International standard, ASTM D7633, Test Method for Carbon Black Carbon Content. Standard may be adopted into U.S. and Canadian greenhouse gas regulations, and may also eventually be adopted by other national environmental agencies, including those of EU countries that already have greenhouse gas reporting requirements. According to AIA President and CEO Marion C. Blakey, "Defense Secretary Gates took a number of bold steps in his continuing effort to make the Defense Department and its acquisition system function more efficiently." EEMBC® Working Group to standardize DPI product evaluation.

EEMBC has announced formation of working group to create standardized method to evaluate performance of Deep Packet Inspection (DPI) solutions. Testing approach will consider various threat vectors used in transferring infected payloads into network, and will standardize setup and certification methodology, as well as run and reporting rules. Lead Paint Testing Standard is approved by ASTM committee.

ASTM International has approved F2853, Test Method for Determination of Lead in Paint Layers and Similar Coatings or in Substrates and Homogenous Materials by Energy Dispersive X-Ray Fluorescence Spectrometry Using Multiple Monochromatic Excitation Beams to help detect and quantify lead concentration in toys and other children's products. HDXRF test enables lead quantification separately for substrate and paint level in 5 minute measurement cycle. Read More

NTSB makes recommendations to European Aviation Safety Agency.

According to NTSB, European Aviation Safety Agency Certification Specifications for Large Aeroplanes CS-25 should be modified to ensure safe handling qualities in yaw axis throughout flight envelope, including limits for rudder pedal sensitivity (A-10-119). If adequate protection does not exist, EASA should require modifications, as necessary, to provide airplanes with increased protection from adverse effects of potential Aircraft-Pilot Coupling after rudder inputs at high airspeeds (A-10-120). Plains Pipeline to spend $41 million to prevent oil spills. .

Plains All American Pipeline and several of its operating subsidiaries have agreed to spend $41 million to upgrade 10,420 miles of crude oil pipeline operated in U.S. Settlement resolves Plains' Clean Water Act violations for 10 crude oil spills and requires company to pay $3.25 million civil penalty. As part of agreement, Plains must replace or install corrosion control equipment, perform pipeline inspections, assess integrity of newly acquired pipelines, and improve leak detection practices.
