Douglas Oberhelman elected vice chair of NAM Board of Directors.

Douglas R. Oberhelman, CEO of Caterpillar Inc., has been elected to 2-year term as vice chair of NAM Board of Directors. Beginning his term on January 1 of 2011, Oberhelman looks forward to working with manufacturers nationwide as well as policymakers to advance initiatives to make U.S. best country for manufacturing in terms of meeting needs of American and worldwide markets. ASTM Standard qualifies non-destructive moisture meters.

Developed by Subcommittee F06.40 on Practices, part of ASTM International Committee F06 on Resilient Floor Coverings, ASTM F2659 qualifies non-destructive moisture meters used in determining moisture levels in concrete, gypsum, and other types of floor slabs. Standard provides guidelines for how, where, and when such moisture meters are used and what limitations exist. It can be used by flooring installers, consultants and inspectors, and material manufacturers and suppliers. Read More

Plastic Piping System Standard focuses on design calculations.

Currently in development, ASTM WK29237, Practice for Design Calculations of Close-Fit Liners, regulates design calculations used by engineers when designing close-fit liners for plastic pipe. This ASTM International standard, expected to cover circular and non-circular installations, will benefit practicing engineers as well as owners of rehabilitated pipelines. New ASTM Standard qualifies floor slab moisture meters.

Developed by Subcommittee F06.40 on Practices, ASTM F2659 qualifies which types of non-destructive meters are suitable for determining moisture levels in concrete, gypsum, and other types of floor slabs. It also provides guidelines for how, where, and when such moisture meters are used as well as what limitations exist. According to F06.40 member Sean Fallon, standard lets user take multiple tests in accelerated fashion and get instant readings across slab. Read More

Commitments for Hanford Waste Cleanup sent to federal judge.

Jointly filed motion in U.S. District Court from U.S. Department of Energy (DOE) and Washington State Department of Ecology asks court to approve and enter judicial consent decree that imposes new, enforceable, and achievable schedule for cleaning up waste from Hanford's underground tanks. Settlement also includes milestones in Tri-Party Agreement, which is an administrative order between DOE, Ecology, and U.S. EPA that governs cleanup at DOE's Hanford Site. Read More

NIST Awards Grants for construction of 5 science facilities.

NIST awarded $50 million in grants to 5 institutions to support construction of new scientific research facilities. According to grantees, projects receiving funding under NIST Construction Grant Program (NCGP) will contribute to almost $133 million in new laboratory construction projects. US Commerce Secretary Gary Locke said these grants will help US produce world-leading research in science and technology that will advance economic growth and international competitiveness. U.S. FAA proposes new rules for helicopter operators. .

FAA's proposed rules for helicopter operators, including air ambulances, would require them to use latest on-board technology and equipment to avoid terrain and obstacles. Operators would also be required to follow certain procedures for flying in challenging weather, at night, and when landing in remote locations. Estimated cost of proposal for air ambulance industry is $136 million with total benefit of $160 million over 10 yr. Close of 90-day public comment period is January 10, 2011. Read More

Available from ASHRAE, Building Energy Assessment Professional (BEAP) certification program will recognize individuals' ability to audit and analyze residential, commercial, and industrial buildings. Specific areas of focus include determining project scope, collecting data, and analyzing building performance as well as interpreting results, evaluating alternatives, submitting recommendations for energy conservation measures, and assisting with implementation of said recommendations. NIST Awards UMD $15 Million to support nanotechnology research.

NIST Center for Nanoscale Science and Technology will award 5-year cooperative agreement totaling $15 million to University of Maryland (UMD) to develop and implement Postdoctoral Researcher and Visiting Fellow Measurement Science and Engineering Program. Draft legislation of "Reduce Energy Bills at Home Act" seeks to modify existing .30/.30 tax credit criteria to selectively mirror ENERGY STAR standards, but reduces current 30%/$1,500 available credit to 10% with cap at $200. With 122 companies participating (55 distributors and 67 manufacturing firms), inaugural Quarterly Business Index shows expansion for transmission/motion control (PT/MC) industry in second quarter. Overall reading of distributor and manufacturer members revealed 77.0 reading; reading above 50 indicates growth. DIN, German member body to ISO, submitted proposal to ISO for new standard on additive manufacturing - rapid technologies (rapid prototyping). As US member body to ISO, ANSI invites all interested stakeholders to submit comments on proposal by November 5, 2010.
