SME announced its 2015 officers and directors, who will comprise its Board of Directors. In addition to new and returning officers and directors, SME will welcome 2015 President Wayne F. Frost, CMfgE. New/returning officers include President-Elect Dean L. Bartles, PhD; Vice President Sandra L. Bouckley; Treasurer Thomas R. Kurfess, PhD; and Secretary Mark L. Michalski. BIO Says EPA Must Improve Renewable Fuel Standard administration.

According to BIO, EPA delays in administering Renewable Fuel Standard (RFS) generate uncertainty for advanced biofuel industry and undercut investment. BIO President and CEO Jim Greenwood cited EPA's failure to issue final 2014 RFS rule and other administrative delays as misconstrued as indicative of broken program but reassured that that same program has worked to spur innovation and growth in biofuels space and subsequently reduce U.S. GHG emissions and reliance on foreign oil. IPC Issues Comments on EPS's unofficial 2014 DSW Rule.

After U.S. EPA's unofficial release of its final version of 2011 proposed revisions to Definition of Solid Waste (DSW) rule, IPC claimed final rule fails to provide adequate regulatory relief for manufacturers wishing to recycle secondary materials. IPC's Fern Abrams said IPC was "disappointed" over insufficient secondary materials recycling promotion incentives and also cited lingering "onerous and unnecessary" requirements. Standard covers direct flame impingement of exterior vents.

While California code notes that attic vents should resist intrusion of embers and flames, there has not been a standard to evaluate such intrusion. ASTM E2886/E2886M, Test Method for Evaluating the Ability of Exterior Vents to Resist the Entry of Embers and Direct Flame Impingement, fills this need. Primary users will be vent manufacturers and building code officials in areas where performance criteria have been established for ventilation products used in wildfire-prone areas. Read More

ASTM Subcommittee is developing parasailing standard.

ASTM subcommittee F24.65, part of ASTM International Committee F24 on Amusement Rides and Devices, is working on proposed standard WK46657, Practices for Parasailing, which will provide best practices for owners and operators of parasailing operations. Specifically, this standard covers weather, equipment, operations, crew, and patron responsibility. Interested parties, particularly parasailing owner/operators, are encouraged to join in development of WK46657. Read More

AAMA has updated AAMA 312, Voluntary Specification for the Lamination of Wood and Cellulosic Composite Materials Intended for Use on AAMA Certified Profiles. Document provides common test methods for determining acceptable level of adhesion after exposure to cyclic weatherability conditions, both interior and exterior applications. It also includes protocol for certification to formaldehyde emissions, additional details to accelerated exposure options, and updates regarding chemical resistance. EPA takes action to protect consumers from harmful chemicals.

EPA is taking action to protect the public from 7 ethylene glycol ethers or glymes chemicals that can cause health effects including birth defects and blood toxicity. Significant New Use Rule will allow EPA to review any proposed new uses of these chemicals to ensure that human health and the environment are protected. EPA believes that new uses of these chemicals should not be allowed without an opportunity for review and, if necessary, place restrictions on these chemicals, as warranted. Read More

FAA grants commercial UAS exemptions.

December 17, 2014

FAA granted regulatory exemptions to 4 companies that want to fly unmanned aircraft systems to perform aerial surveying, construction site monitoring, and oil rig flare stack inspections. Commercial entities that received exemptions are Trimble Navigation Limited; VDOS Global, LLC; Clayco, Inc.; and Woolpert, Inc. Secretary Foxx found that UAS in proposed operations do not need FAA-issued certificate of airworthiness because they do not pose threat to national airspace users or national security. Read More

Released by AASHTO and American Public Transportation Association, "2015 Bottom Line Report" estimates required annual capital investment over 6 years, by all levels of government, in the amount of $120 billion in USA's highway and bridge network and $43 billion in USA's public transportation infrastructure to meet current demand. Proposed standard ASTM WK21616, Test Method for Oxidation Induction Time of Natural Ester Insulating Fluids by Regular Differential Scanning Calorimetry (DSC) will provide electrical power industry with straightforward test for oxidation stability of natural esters. Described DSC oxidation induction time method takes 2–3 hr, is direct oxidation measurement requiring minimal sample size, and does not use hazardous laboratory chemicals that require disposal. ASTM D7912, Test Method for Resistance of Finish to Heat Aging (Finish Stability), details test for predicting long-term performance of leather article. Applicable to leather articles ranging from gloves and footwear to upholstery used in automobiles and aircraft, test will indicate presence of cracks, parting of finish from leather, and tackiness after specimen has been tested in circulating air oven. EPA is launching its Energy Star Home Advisor, an online tool designed to help Americans save money and energy by improving energy efficiency of their homes. Updated tool guides homeowner through do-it-yourself energy assessment to create an Energy Star home profile. Based on created profile, Home Advisor provides customized, prioritized recommendations for improvements from which users can create their own to-do lists of projects, such as adding insulation to attic.
