NREL's DeBlasio Honored for power grid standards efforts.

Dick DeBlasio, research engineer with U.S. Department of Energy's National Renewable Energy Laboratory (NREL), has been named 2011 winner of Finegan Standards Medal by ANSI. Given for extraordinary leadership in development and application of voluntary standards, award recognizes DeBlasio's heading of national effort to dovetail 3,000+ utility technical interconnection specifications into one unifying standard (IEEE 1547) for North American Power Grid. BIO President and CEO Jim Greenwood said this legislation provides capital-raising tool for small and emerging companies otherwise without capital funding options beyond mergers and acquisitions sector. NIST seeks comments on public safety communications network.

NIST is seeking advice on possible key features of a new broadband communications network for nation's emergency services agencies, which will use portion of 700 MHz radio frequency spectrum. In Federal Register notice, NIST proposed 4 characteristics critical to success of the future network-resiliency, reliability and availability, security, and affordability and compatibility with commercial systems-and asked for comments, suggestions, and other input to help realize them. U.S. and Australia to develop alternative aviation fuels.

FAA and Australia's Department of Resources, Energy, and Tourism have reached a Memorandum of Understanding to continue research and development of clean, sustainable alternative aviation fuels. MOU calls for Australia and the U.S. to exchange information about policies, programs, projects, research results, and publications, and to conduct joint studies in areas such as fuel sources and environmental impacts. NIST, SC-GC Collaborate on smart grid standards development.

NIST and European Union's Smart Grid Coordination Group (SG-CG) jointly announced their intention to work together on Smart Grid standards development. In addition to conceptual framework harmonization, collaboration will promote regular exchange of information regarding various issues: legislation, regulation, and other policies; underpinning NIST and SG-CG work; respective work methods, programs, and time lines; standardization deliverables; testing and certification; and cybersecurity. AIA Campaign will educate public on indiscriminate budget cuts.

Designed to defend U.S. aerospace and defense industry, AIA's Second to None public education initiative will provide information about industry, potential job losses, and national security risks. Marion C. Blakey of AIA noted that Budget Control Act cuts could cost "hundreds of thousands of direct and indirect jobs." While Blakey recognized the need to find ways to address national debt, she warned policymakers against making further cuts that could jeopardize national/economic security. Read More

First edition of NIST Cloud Computing Standards Roadmap (NIST Special Publication 500-291) is based on continuing "Inventory of Standards Relevant to Cloud Computing" compilation. NIST Cloud Computing Reference Architecture (NIST SP 500-292) is based on principles involving development of vendor-neutral architecture and creation of solution that does not stifle innovation by defining prescribed technical solution. ASHRAE Software helps predict consistent thermal comfort.

ASHRAE Thermal Comfort Tool, Version 2, maintains consistency with ANSI/ASHRAE Standard 55-2010, Thermal Environmental Conditions for Human Occupancy. Standard specifies combinations of indoor thermal environmental factors and personal factors that will produce thermal environmental conditions acceptable to majority of occupants. Making thermal comfort predictions using adaptive and predicted mean vote models, software tool lets engineers fine tune comfort analysis to occupant needs. Read More

ASABE to revise agricultural speed identification symbol.

ASABE has initiated a project to revise ANSI/ASAE S584.1, Agricultural Equipment: Speed Identification Symbol standard, which was adopted by ASABE in January of 2005 and revised in August of 2006. In the latest periodic review of the document, several outdated references were identified. Proposed revision will address all identified and needed updates. Read More

NIST's Michael Molnar kicks off inaugural imX summit.

Michael Molnar delivered his first public address as Chief Manufacturing Officer for NIST at U.S. Department of Commerce at inaugural Interactive Manufacturing Experience (imX) industry summit. Specifically, Molnar spoke about U.S. Advanced Manufacturing Partnership (AMP) and Advanced Manufacturing Technology Consortia (AMTech). Molnar's new position makes him NIST's central point of contact with the White House, the Department of Commerce, and other agencies related to manufacturing. Read More

AASHTO Applauds Congress for supporting transportation funding.

AASHTO supports efforts by both houses of Congress to advance proposal to extend current surface transportation program as well as aviation programs at current funding levels. According to AASHTO's John Horsley, this extension will let state DOTs "continue to deliver jobs for our nation's economy while maintaining the funding continuity needed to operate and maintain a national transportation system." Manufacturing Technology Orders are up 102.9% from 2010.

July U.S. manufacturing technology orders totaled $506.97 million. This total, reported by companies participating in United States Manufacturing Technology Orders (USMTO) program, is up 7.3% from June and 92.7% compared with totals reported for July 2010. With $2,975.10 million year-to-date total, 2011 is up 102.9% compared with 2010. Report provides regional and national U.S. orders data of domestic and imported machine tools and related equipment. NTSB makes safety recommendations to NHTSA.

According to NTSB, the NHTSA should develop stability control system performance standards for commercial vehicles and buses with GVW rating greater than 10,000 lb. Administration should also establish minimum rollover performance standards, based on least stable condition operated, for all new cargo tank motor vehicles with GVW greater than 10,000 lb, and evaluate effect of emergency maneuvers on sloshing and surging of bulk liquids with various densities in partially filled US DOT cargo tanks. DOE Transmission Corridor Authority Transfer supported by NEMA.

Citing commitment to improving regulatory environment for planning, development, siting, and construction of transmission infrastructure, NEMA supports transfer of certain directives regarding transmission corridors authorized under Energy Policy Act of 2005 (EPAct05) from Department of Energy (DOE) to Federal Energy Regulatory Commission (FERC). IAM&AW and AIA oppose cuts to aerospace and defense.

On Sept 1, International Association of Machinists and AIA sent a letter to President Obama urging him to preserve aerospace and defense industry and its high-skilled workforce. Letter argued that the contribution of aerospace to the national bottom line - $214.5 billion in sales and $51.2 billion trade surplus in 2010 - cannot be taken for granted. NTSB Safety Recommendations aim to decrease vehicle rollover.

With articles H-11-18 through -20, NTSB made several recommendations to AASHTO. These recommendations concern working with Federal Highway Administration to evaluate vehicle design characteristics specific to rollover thresholds of heavy trucks, developing best practices in highway design, developing and implementing best practices to aid identification of locations that pose rollover hazard, and developing guidance for bridge pier protection program.
