California Vapor Intrusion Guidance cites ASTM standards.

ASTM International standards are prominently featured in the Final Guidance for the Evaluation and Mitigation of Subsurface Vapor Intrusion to Indoor Air, a document released by California Environmental Protection Agency's Department of Toxic Substances Control. Proposed ASTM Standards concern amusement railway rides.

ASTM WK31185, Practice for Amusement Ride Steam Locomotives, will provide owners and operators of amusement-related steam locomotives with reference for helping maintain, operate, and inspect equipment to promote guest and employee safety. ASTM WK35400, Practice for Amusement Railway Ride Tracks, Devices and Facilities, will apply to design, manufacture, installation, operation, maintenance, and inspection of permanently installed tracks as well as their associated devices and facilities. NREL Licenses Technology to increase solar cell efficiency.

NREL announced that Natcore Technology Inc. has been granted patent license agreement to develop black silicon products. Also, Natcore and NREL also will enter Cooperative Research and Development Agreement (CRADA) to develop commercial prototypes based on NREL's black silicon inventions and patents. NREL's William Farris called this "one more step" towards making solar energy cost competitive with other forms of energy by decade's end. Read More

Incandescent Lamp Shipment Index shows sales remain robust.

December 23, 2011

Although showing a decrease of 1.2% from previous quarter, NEMA incandescent lamps shipment index for Q3 2011 increased 21.5% compared to same period last year. Latter represents largest swing, in either direction, since 2008. Also, compact fluorescent lamps (CFLs) shipments registered gain of 0.9% over Q2 2011 but declined for fourth consecutive y/y comparison by 15.4%. Shares of the two lamp types were essentially unchanged compared to the previous quarter. Read More

NTSB Chairman addresses FAA flight and duty time rule.

According to statement made by NTSB Chairman Deborah A.P. Hersman, fatigue has been on NTSB's Most Wanted List of transportation safety improvements since 1990. Countless accidents trace pilot fatigue as a contributing factor. NTSB is pleased that FAA issued science-based rule for flight and duty time. While rule is not perfect, it is an improvement over status quo for large passenger-carrying operations. NTSB is disappointed, however, that new rule is limited to Part 121 carriers. Read More

NAM vows to continue fight against ambush election rule.

NAM President and CEO Jay Timmons issued statement in response to NLRB's final rule set to take effect on April 30, 2012. According to Timmons, ambush election rule is a guaranteed pathway to creating a fractured American workplace. It will block manufacturers from communicating with employees, alter what can and cannot be heard at pre-election hearing and what can be appealed afterwards, and shorten time frame for elections. EFI Confidence holds steady in December from November.

According to leadership data collected by December 2011 Monthly Confidence Index for Equipment Finance Industry (MCI-EFI), overall confidence in equipment finance market is 57.2. Percentage levels also show 22% of executives think business conditions over next 4 months will improve, 75.0% say they will remain same, and 2.8% think they will worsen. Lawsuit pending in U.S. District Court for District of Columbia asks National Labor Relations Board (NLRB) to set aside promulgation of Posting Requirement rule and alleges NRLB overstepped its statutory authority and ignored congressional intent. NEMA reiterates that light bulb efficiency standards remain.

NEMA remains committed to lighting standards established in Energy Independence and Security Act of 2007. Rider related to light bulbs on FY 2012 Omnibus funding bill does not repeal or adjust standards or their effective timeline, but imposes funding limitations on DOE to enforce standards for FY2012. Inability of DOE to enforce standards would allow those who do not respect rule of law to sell inefficient light bulbs in U.S., creating competitive disadvantage for compliant manufacturers. Agreement between NASA's Johnson Space Center (JSC) and Texas A&M University pertains to moving primary space shuttle launch and landing trainer, Shuttle Motion Simulator, to College Station. Facility that formerly housed shuttle simulators at JSC continues to be used for International Space Station training. Method for making cylindrical specimen of roller-compacted concrete in gyratory compactor is primary purpose of ASTM WK33682, Test Method for Preparation, Compaction and Density Determination of Roller-Compacted Concrete Specimens by Means of the Superpave Gyratory Compactor. Subcommittee member Stacy G. PMA releases Dec 2011 Business Conditions Report.

According to Business Conditions Report, 33% of metalforming participants expect economic activity to improve during next 3 months, up from 11% in November, and only 10% report that activity will decline, down from 28% in November. Report also shows that 40% of metalforming companies expect increase in incoming orders during next 3 months, up from 21% in November. Percentage of companies with portion of workforce on short time or layoff declined to 12% in December, down from 17% in November. Read More
