ELFA releases January Monthly Leasing and Finance Index.

According to ELFA's Monthly Leasing and Finance Index, overall new business volume for January was $5.1 billion, up 21% from $4.2 billion during same period in 2011. Receivables over 30 days decreased to 1.9% in January from 2.1% in December, and charge-offs decreased to 0.5% from 0.7% in December. Following unusually high credit approval ratio in December, credit approvals returned to more typical level of 77% in January. Read More

ASTM's Proficiency Testing Program (PTP) on Petroleum Coke enables laboratories to compare, improve, and maintain performance in use of ASTM tests on commercial calcined and green petroleum coke. Program offers statistical QA tool to monitor strengths and weaknesses of laboratory performance in conducting testing; resources needed to satisfy proficiency testing elements of laboratory accreditation; as well as periodic comparison of test results with other participating laboratories. PTDA 4Q11 Business Index shows 7th quarter of business growth.

With reading of 67.3, 4Q2011 PTDA Business Index indicates power transmission/motion control industry is expanding at slightly slower pace than before (3Q2011 reading was 68.1). While distributors and manufacturers both saw growth in 4Q11, distributors outpaced manufacturers for first quarter in this survey's history. Also of note is that participating PTDA members expect 2012 to be another year of growth, with average forecast of 9% (up from 8% in 3Q11 survey). Read More

EPA addresses GHG permitting requirements.

February 28, 2012

U.S. EPA is proposing not to change greenhouse gas permitting thresholds for the Prevention of Significant Deterioration and Title V Operating Permit programs. Proposal is part of EPA's common-sense, phase-in approach to GHG permitting under Clean Air Act. EPA is also proposing steps that would streamline permitting process for large emitters already covered by agency's program, including sources that account for nearly 70% of total GHG pollution from stationary sources. Previously available on CD, SAE Technical Standards Collections now come in DVD format which uses Folio Views search engine that is compatible with Windows 7 and 64-bit systems. Each DVD contains full text PDFs of all current, industry-specific standards. Number of standards currently on each DVD is 3,210 aerospace materials specifications, 2,492 ground vehicle standards, and 5,010 aerospace standards. ASTM's CCRL moves to new headquarters.

On January 27, ASTM International's Cement and Concrete Reference Laboratory held an open house to celebrate the new headquarters building that it shares with AASHTO Materials Reference Laboratory in Frederick, MD. The 34,413 ft² building, which had been an empty warehouse that was redesigned specifically for CCRL/AMRL, now provides modern office space, new laboratories, and modern proficiency sample production facility. ASTM Test Method addresses geotextile bag technology.

Standard ASTM D7701, Test Method for Determining the Flow Rate of Water and Suspended Soils from a Geotextile Bag, is based on one particular test that has been used throughout past 20 years but has not been standardized until now. According to D35 member Robert Lozano, this standard will let end users of geotextile tubes gain idea of performance pertaining to proposed geotextile when used in geotextile tube.
