Dover Chemical Corporation to pay $1.4 M for TSCA violations.

Announced by U.S. EPA and Department of Justice, Dover Chemical Corporation has agreed to pay $1.4 million in civil penalties for unauthorized manufacture of chemical substances at facilities in Dover, OH and Hammond, IN. This resolves violations of Toxic Substances Control Act (TSCA) premanufacture notice obligations for production of various chlorinated paraffins. As part of this settlement, Dover Chemical has ceased manufacturing short-chain chlorinated paraffins. Read More

OSA Journal covers UW neuron stimulation research.

By harnessing quantum dots - light-emitting semiconductor particles a few billionths of a meter across - researchers at University of Washington have developed way to stimulate neurons in the brain. Being able to switch neurons on and off and monitor how they communicate with one another is crucial for understanding and treating brain disorders, including Parkinson's disease, Alzheimer's, and severe depression. NEMA says DOE proposal will boost energy savings.

NEMA expressed support on initial review of Department of Energy's proposed rule to increase energy conservation standards for distribution transformers. According to NEMA President and CEO Evan R. Gaddis, NEMA is pleased that DOE has proposed amended standards that take into account manufacturers' recommendation for higher efficiency levels which are technologically feasible and economically justified. NEMA supports provision on lithium battery air shipments.

NEMA welcomed passage by US Senate of legislation directing US DOT to ensure that most US regulations governing air shipment of lithium batteries are harmonized with standards written by International Civil Aviation Organization. According to legislation, DOT agencies, including FAA and Pipeline and Hazardous Materials Safety Administration, may not issue or enforce regulation or other requirement if it is more stringent than ICAO Technical Instructions for Safe Transport of Dangerous Goods by Air. ANSI-HSSP releases tenth plenary report.

Among observations noted in ANSI-HSSP's tenth plenary report, international harmonization on standards and conformity assessment is vital to global security. While public-private-sector partnerships are largely in place to develop standards, more test methods and conformity assessment programs are needed. Construction Industry Unemployment rises to 17.7% in January.

ABC Chief Economist Anirban Basu says economic momentum appears to have returned to level sustained before soft patch of economic activity emerged early last year. Despite addition of 21,000 jobs in January, construction industry unemployment rate jumped to 17.7%, up from 16% the previous month, according to Feb 3 jobs report by U.S. Labor Department. However, construction employment is up by 116,000 jobs, or 2.1%, compared to Jan 2011, and is down from 22.5% rate posted same time last year. Read More

EPA recognized 2 DoD facilities with Energy Star Combined Heat and Power award for taking efficient, clean, and reliable approach to generating power and thermal energy from single source. Awards were presented to U.S. Army Garrison, Fort Bragg, NC and U.S. Marine Corps Air Ground Combat Center, Twentynine Palms, CA. By using CHP technology, winners demonstrated leadership and commitment to protecting people's health and the environment while reporting annual energy savings of $6.8 million. Read More

Blakey welcomes House and Senate passage of conference report on H.R. 658 (FAA Modernization and Reform Act of 2012) and calls it "critical to FAA operations."
