BIO World Congress will look at building bio-based economy.

BIO announced its plenary session program for 2013 World Congress on Industrial Biotechnology, which will take place June 16–19 in Montreal, Canada. According to BIO's Brent Erickson, "sessions will highlight the growing biobased economy as we learn about advances and commercialization in biofuels and renewable chemicals." Sessions will include, among others, Global Outlook on Industrial Biotechnology, Building a Sustainable Biobased Industry, and Feeling the Heat of the Biofuels Boom. Read More

Monthly Confidence Index up again in February.

According to February 2013 Monthly Confidence Index for the Equipment Finance Industry, confidence is up for third consecutive month at 58.7, an increase from January index of 54.2, reflecting increasing optimism despite wary eye on economic conditions and government management of fiscal policies. When asked to assess their business conditions over next 4 months, 20% of executives said they believe conditions will improve, up from 6.1% in January, and only 2.9% believe conditions will worsen. State DOT Two Minute Update video on AASHTO's Transportation TV features Robert St. Onge, Secretary of the South Carolina Department of Transportation, outlining his agency's efforts to improve efficiency and transparency. In video, St. Onge states South Carolina has fourth largest state-managed road network in USA and fourth lowest gas tax. Also, St. Onge says streamlining delivery of transportation projects to save time and reduce construction costs is on his list of priorities. Read More

Minorities in Engineering are on the rise.

National Engineers Week helps to increase understanding of and interest in engineering and technology careers. Through its New Faces of Engineering recognition program, engineers, age 30 years and younger, are highlighted for the work they’re doing to impact society. SME Education Foundation nominated 23-year-old Meredeth Griffin of Oklahoma City, OK, who works as an engineering technician at Peake Fuel Solutions where she helped introduce alternate fuel systems to long-haul trucking industry. Alex T.C. Lau, president of TCL Consulting in Ontario, Canada, has received Sydney D. Andrews Scroll of Achievement from ASTM International Committee D02 on Petroleum Products and Lubricants. A graduate of the University of Toronto where he received a bachelor’s degree in applied science and engineering physics, Lau is a specialist in process analytics engineering, operations, and statistical engineering as well as quality assurance and standardization for measurement and manufacture of fuels. ISPE Issues Survey to help understand drug shortages.

To be sent to ISPE's international Membership in mid-February global survey on drug shortages intends to leverage ISPE Members' expertise to gather data on technical, scientific, manufacturing, quality, and compliance issues that have resulted in drug shortages. Preliminary results are expected in June 2013. According to ISPE's Nancy S. Berg, "ISPE is committed to supporting efforts to uncover the root causes of drug shortages, and we believe this survey is a critical first step." Read More

ASTM Committee forms subcommittee on energy piping systems.

Under jurisdiction of ASTM International Committee F17 on Plastic Piping Systems, Subcommittee F17.68 on Energy Piping Systems has been created to ensure development of appropriate ASTM standards for products related to energy source applications. NEMA's High Performance Building Council applauds President Obama's announcement of an energy efficiency "Race to the Top" program to encourage innovation and competition in state energy efficiency policies. NEMA Guide covers frequency of sampling cables for test.

NEMA has published ANSI/NEMA WC 54/ICEA T-26-465 Guide for Frequency of Sampling Extruded Dielectric Power, Control, Instrumentation, and Portable Cables for Test. Guide provides combination of plans for frequencies at which cable samples may be obtained for tests to determine conformance to appropriate requirements of ICEA standards publications. Valid statistical sampling frequencies other than those listed are acceptable if evidence of statistical control can be demonstrated. Read More

To help local and regional leaders assess readiness of their communities for arrival of plug-in electric vehicles (PEVs), U.S. Department of Energy's (DOE) NREL launched Plug-In Electric Vehicle Community Readiness Scorecard (PEV Scorecard).  This detailed, interactive online assessment tool, developed by NREL for DOE's Clean Cities initiative, collects information about community PEV readiness, provides feedback on its progress, and offers guidance for improvement. Transocean Pleads Guilty to Deepwater Horizon CWA violation.

February 25, 2013

Transocean Deepwater Inc. pled guilty today to violation of Clean Water Act (CWA) that involved illegal conduct which led to 2010 Deepwater Horizon disaster and was sentenced to pay $400 million in criminal fines and penalties. During guilty plea and sentencing proceeding, Judge Milazzo found imposed criminal payments, directed to National Academy of Sciences and National Fish and Wildlife Foundation, appropriately designed to help remedy harm done to Gulf of Mexico. ASTM International Committee D02 on Petroleum Products and Lubricants presented Robert Furey with George V. Dyroff Award of Honorary Committee Membership in recognition of outstanding achievement in and contributions to field of petroleum products and lubricants. Member of ASTM and Committee D02 since 1979, Furey began his professional career at General Motors in Warren, MI in 1969. AEM Commends President's Focus and chides lack of policies.

In his statement regarding President Barack Obama's State of the Union address, AEM President Dennis Slater agreed with the need to create jobs and grow USA's economy but pointed out "a glaring absence of focus on policies that could immediately create jobs and provide certainty to our economy." NIST's Boulder Lab achieves LEED Gold certification.

Despite any need to meet special requirements for its research mission, Precision Measurement Laboratory (PML) at NIST campus in Boulder, CO received LEED Gold certification. Features that led to this rating include estimated overall building design that is 37% more efficient than that of standard building of same size, reduced water use via low-flow fixtures and natural irrigation, efficient lighting fixtures, variable-speed chillers, and project's use of recycled content (over 30%). NIST, DOJ Form Commission to develop forensic lab guidelines.

NIST and U.S. DOJ announced forming of National Commission on Forensic Science, which will develop policy recommendations for Attorney General. Considering guidance on practices for federal, state, and local forensic science laboratories developed by NIST-administered groups of forensic science practitioners and academic researchers, commission will be responsible for developing guidance concerning intersections between forensic science and courtroom and developing policy recommendations.
