New Subcommittee develops hydraulic fracturing fluids standards.

ASTM International Subcommittee D19.09 on Water – Hydraulic Fracturing Fluids will develop standards used for assessing water quality and determining impacts of spill and possible contamination. Standards developed will be used by those requiring or developing methods used for hydraulic fracturing. Currently, subcommittee is developing WK40832, Test Method for Measurement of Dissolved Gases Methane, Ethane, Ethylene and Propane by Static Headspace Sampling and Flame Ionization Detection. IREC has announced public comment period for its revised credentialing standard, Draft IREC Standard 01024: 2013 - General Requirements for the Certification of Renewable Energy, Energy Efficiency, and Distributed Renewable Energy Generation Instructors and Master Trainers. Public comment period for draft standard for trainers will close August 20, 2013, while standard for training providers, previously released, is available for public comment through August 6, 2013. NIST Releases Updates to digital signature standard.

July 26, 2013

NIST released revision to digital standard used to ensure electronic document integrity and signer's identity. Federal Information Processing Standard (FIPS) 186-4 was specifically revised to keep it consistent with other NIST cryptographic guidelines. Additionally, revision clarified various terms and corrected typographical errors. Another change concerns use of prime number generators, which FIPS 186-4 permits saving for purposes such as regeneration of values. Read More

NIST Biometric Publication broadens options for PIV cards.

NIST has issued new publication that broadens agency security options for Personal Identity Verification cards. Biometric Data Specifications for Personal Identity Verification (Special Publication 800-76-2) adds iris images as biometric identifiers and on-card fingerprint comparison as options for cards. Document provides performance specifications for iris biometrics and iris cameras, as well as specifications that describe how to place fingerprint templates and recognition algorithm on card. Proposed Cuts to EPA Appropriations undermine Tier 3 rules.

July 26, 2013

House Committee on Appropriations released its FY 2014 Interior and Environment Appropriations, which has since been approved by Subcommittee on Interior, Environment, and Related Agencies. Among other things, this bill would block EPA from spending funds to finalize and enforce rules to Control of Air Pollution From Motor Vehicles: Tier 3 Motor Vehicle Emission and Fuel Standards. BIO opposes this provision, citing unnecessary regulatory uncertainty and negative impacts on human health. Read More

United States reaches agreement with XTO Energy.

U.S. EPA and Department of Justice announced settlement with XTO Energy Inc. to resolve an alleged violation of the Clean Water Act related to discharge of wastewater from XTO’s Penn Township, Lycoming County, PA facility. Settlement requires that XTO pay penalty of $100,000 and spend federal government-estimated $20 million to improve wastewater management practices at facility used for storage of wastewater generated by natural gas exploration and production.. ELFA releases survey of economic activity for June.

According to ELFA's Monthly Leasing and Finance Index, overall new business for June was $8.6 billion, up 8% compared to June 2012. Month-over-month, new business volume was up 15% from May, and year to date, cumulative new business volume increased 10% compared to 2012. Receivables over 30 days were at 1.4% in June, reaching new historic low, down from 1.6% in May. Delinquencies declined from 2.4% in same period in 2012, and charge-offs were unchanged for past 4 months at all-time low of 0.3%. Read More

PMA releases Business Conditions Report for July 2013.

According to PMA Business Conditions Report, metalforming companies expect slight dip in business conditions during next 3 months. Only 22% of participants believe that economic activity will improve, down from 28% in June, while 63% predict that activity will remain unchanged, and 15% forecast decline. Average daily shipping levels decreased in July, with 26% reporting that shipping levels are above 3 months ago, down from 32% in June, and 30% reporting decrease in shipping levels, up from 24%. Telematics Data Standard enables access to machine data.

Representatives from AEM and AEMP have approved a proposal under which manufacturers would make telematics data available to end-user customers through secure internet protocol. As part of joint initiative, AEMP and AEM task forces had conducted confidential member surveys, AEM to help determine manufacturer types and level of data to release to end-users and AEMP to help assess barriers to telematics usage and determine what types of data end-users need to effectively manage their fleets.
