Energy and Water Budget Bill passes in the House.

Energy and Water appropriations bill (HR.3183), which includes DOE's FY10 budget, was passed by floor of the full House by vote of 320-97. Bill included an amendment that added an additional $45 million for hydrogen vehicle technologies to the $40 million the House E&W Appropriations Subcommittee had already added above DOE's $68 million FY10 budget request for hydrogen and fuel cells in DOE's Office of Energy Efficiency and Renewable Energy. Awards Nominations Deadline extended to July 27, 2009.

To ensure all stakeholders have sufficient opportunity to submit candidates for ANSI's 2009 Leadership and Service Awards, the deadline for nominations has been extended to Monday July 27, 2009. The awards, presented annually as part of World Standards Week, recognize individuals who have made significant contributions to voluntary consensus standardization and conformity assessment programs. ANSI would like to remind all members of ANSI Federation to recommend qualified candidates for membership on Institute's policy and other committees. Policy committees seeking new members include National Policy Committee, Intellectual Property Rights Policy Committee, International Policy Committee, and ANSI ISO Council. ATA reports decline in passenger demand, cargo traffic.

According to ATA, passenger revenue fell 26% in June 2009 versus June 2008. Number of passengers traveling on U.S. airlines in June fell 6.5% while average price to fly one mile fell 20.7%. Compounding the softening demand for passenger travel, U.S. airlines saw cargo traffic - as measured in revenue ton miles - decline 20% year over year in May 2009. Latest results continue to reflect weak global economy and lingering impact of the H1N1 influenza outbreak. Read More

ELFA comments on revisions to lease accounting standards.

According to ELFA President, Kenneth E. Bentsen, Jr., ELFA supports Financial Accounting Standards Board and International Accounting Standards Board as they seek to establish workable accounting standard that applies to assets and liabilities arising from lease transactions. However, proposed lease accounting model is unduly complex and will impose compliance burden on lessees that will not result in significant improvement in quality or reliability of financial information. PMA Report forecasts increase in metalforming demand.

As economic indicator for manufacturing, July 2009 Precision Metalforming Association (PMA) Business Conditions Report showed metalforming companies expect continued strengthening of business conditions during next 3 months. Of 131 sampled US and Canadian companies, 37% predict an improvement in overall economic activity and 47% expect it will remain unchanged. Companies also anticipate improvements in incoming orders, with 46% predicting increased orders and 39% expecting no change. Read More

NTSB announces resignation of Chairman Mark V. Rosenker.

Member and Acting Chairman Mark V. Rosenker has submitted letter of resignation to President Obama after leading NTSB for 4½ yr. Rosenker became Member and Vice Chairman of NTSB in March 2003 and then Acting Chairman, and in 2006 was sworn in as 11th Chairman. During Rosenker's chairmanship, NTSB marked various major transportation safety achievements and investigative challenges. He has also been recognized for promoting boating safety. Read More

ASTM announces new standard for testing of arc blankets.

ASTM F2676, Test Method for Determining the Protective Performance of an Arc Protective Blanket for Electric Arc Hazards, will be used to determine effectiveness of arc protective blankets in suppressing combined effect of arc flash and arc blast. Developed by Subcommittee F18.65 on Wearing Apparel, it will enable utility companies and heavy industry users to evaluate blankets with repeatable standard at test labs using electric arc and high-speed camera. FAA Safety Culture reflected in operational error reporting.

July 21, 2009

Effective immediately, names of air traffic controllers will not be included in reports sent to FAA headquarters on operational errors. This will allow investigators to focus on what happened rather than who was at fault. Necessary training will be conducted and disciplinary action taken, if appropriate. To avoid disrupting operations, controllers will not be automatically removed from their position following operational error unless it is deemed necessary. Read More

BIO recently testified before House Judiciary Subcommittee on Courts and Competition Policy on "Biologics and Biosimilars: Balancing Incentives for Innovation." In his testimony on behalf of BIO, Jeffrey P. Kushan of Sidley Austin LLP stressed importance of including significant data exclusivity in any pathway for approval of biosimilars and need to provide fair and balanced system to resolve patent disputes before biosimilar is approved and marketed. ASHRAE Research has reached 2-million dollar mark.

For the second year in a row, ASHRAE Research Promotion has raised over 2 million dollars. Contributions from individuals, ASHRAE chapters, and 20 company donors reached $2,038,528 for the 2008-2009 Society year. The Society matches these donated funds dollar-for-dollar, creating a 4-million dollar pool with which to support research. This money will fund research projects, beginning in the 2009-10 fiscal year, that deal with measuring, modeling, analysis, and reporting protocols. Read More

ASTM Standard helps test energy efficiency of windows.

ASTM E2649, Test Method for Determining Argon Concentration in Sealed Insulating Glass Units Using Spark Emission Spectroscopy, provides a method for evaluating gas concentration inside insulating glass units without destroying or altering their edge seal. According to Jeffery Haberer, E06.22.05 task group chair, certification groups and researchers will use ASTM E2649 to show the compliance of an IG unit to hold gas at a minimum accepted level.
